The federal reserve ‘bank’ is not really one bank but several federal reserve banks in districts throughout the United States, named as such, for the district in which they are located. (For example, the Federal Reserve Bank of Boston.)

In 2008, Goldman Sachs, previously only an investment firm, sought and gained status as a bank holding company, putting it under the auspices of the federal reserve system. This not only subjected them to fed rules (i.e, margin requirements and such) but also opened up a whole new line of credit/borrowing opportunities for the firm. (Different rules apply to different financial services providers, including banks. But only banks/bank holding companies come under the auspices of the federal reserve system.)
